Mostly true.  18 is the age to gamble anywhere, it's just that casinos serve free alcohol on the gambling card, and they don't feel like carding everyone (or they could get into deep trouble), so they just don't let 20- people gamble.

No, you can gamble in casinos like Mystic Lake (in MN, example) at 18.  They just won't serve you any drinks and whatnot.
