No, it's lying about somebody orally in an attempt to damage their reputation.  That's the key distinction of slander from libel (which is lying about somebody in print). 

In any case, I doubt he lied about the president in an attempt to destroy his reputation.

I thought you were correcting me, because I said basically the same thing, "I doubt that GameSnake orally said to you any false claims about the president in order to damage his (the president's) reputation [...]"

Anyways, why didn't this guy try to tell the school administration about the rules being broken before lying about his speech?  Seriously, he could have told the principal about the drugs and cheating.  In my opinion, he did this to get his five minutes of fame.

Ok for one thing, blaming the president's bad reputation on me is very wrong, the media is the biggest contributor to "slandering" his reputation, not me.  Another thing is that this topic is not even about the president, who cares about the fucking president?! Why is everything a political debate?!
