So basically, your school accepts morons and then tells them to stop being morons?  That's what that phrase just sounded like... "We don't know how to act, so they tell us not to act like dillholes and maybe be courteous.. [and then get drunk and rape each other.]"

The school itself has an official policy of having the students that are good people.  What Trust has explained is that the school doesnt care or enforce that code.  The students even shun police from investigating large cocaine dealing rings.
It's about the old boy system.  Greed, corruption, secrecy, and illegal activities under the radar in general.

I think you're right.  I went to a private high-school, and there was a similar mentality: "something can only be wrong if you're caught doing it."  It seems like they're training them to masquerade as upstanding citizens as a denial of what actually takes place there; it acts as somewhat of an Orwellian "double-think" front for indulging all of their baser instincts.

I went to a private high-school as well, but we were taught wrong is wrong all the time.  Maybe your schools just suck?

It was very much an "old-boys" network at my old school, somewhat like what Trust's college seems like.  This is highly characteristic of private institutions.
