If it wasn't absolutely impossible to read their bill I might have been able to figure out the problem sooner. I've been emailing them trying to get them to fix it but they haven't been much help, and they apparently don't like to answer their phone. But today I woke up to two lovely back to back emails.

I am sorry but I just cannot remove the registration hold until the 3,000 amount due is settled.  You need to see Financial Aid as soon as possible.

I was in the same boat. I wished for classes then I went to add them and they are like sorry but due to financial aid we cannot let you add a class.
so I call and they are like you will need to pay the $3000 so your hold is lifted and I am like WTF that is why I got a loan. and they go well your loan has not been disbursed yet and until it is we cannot lift your hold. ??? so I had to go in and pay for $200 of the tuition and they let it through. Greedy ass holes.

I'm getting some money next Friday, and I've decided to get a GeForce 7600GS and a Zalman FV700 AL/CU fan.  Total cost will be $110 + tax.  The decision is mostly based on my 5900 SE being a hunk of shit with a shoddy fan, and missing 2 of its 3 heatsinks.  I only have an AGP slot (no PCIe :\), which is why I'm not getting the GT.

The fact that I'm now receiving BSOD before Windows can boot, even into safe mode, telling me that nv4_disp.dll has failed and to check any new hardware is also a key factor.  I've had 2 solid days of perfect operation since my reformat and now my video card is being a jerkface.  But its fan still runs...so....I don't even know anymore.

Don't waste your money on a Geforce 7. Invest in a Geforce 8 so you've got DirectX 10.

Need a PCI Express 2.0 16x for 8, and I don't think you do for 7.  That might be the motivation there?

Yep.  It's a bit of an old rig, and only has AGP.

Anyways, it spontaneously started working again, so I can still play games for a little while (until it decides to die again, at least).
